Kia's celebration got full of tension: The celebration of Kia's new $3 billion assembly plant in Mexico, was supposed to be fun and interesting, and it was interesting, but was it really fun? Glad-handing by local officials, lofty praise for the jobs created and money brought in, ceremonial ribbon-cutting with high-ranking executives in from Korea.

But, the time for Miguel Angel Lozano to take the stage came, a mayor of Pesqueria, a small town about two hours from the southern tip of Texas. Kia's new plant sprawls over about 1,200 acres in Pesqueria, and, to hear Lozano tell it, his town has almost nothing to show for it
